You can download the Xcode command-line tools in either of two ways:
To install the necessary Xcode tools using Xcode on the Mac:
- Start Xcode on the Mac.
- Choose Preferences from the Xcode menu.
- In the General panel, click Downloads.
- On the Downloads window, choose the Components tab.
- Click the Install button next to Command Line Tools.
- You are asked for your Apple Developer login during the install process.

Xcode IDE contain Command-Line utilities. But separate Command-Line installer cause errors for use by Homebrew, Python, and other development tools. You can download the Xcode command line tools directly from the developer portal as a .dmg file.
- On the Mac, go to https://developer.apple.com/downloads/index.action
- You are asked for your Apple Developer login during the install process.
- On the 'Downloads for Apple Developers' list, select the Command Line Tools entry that you want.

First, try typing the command xcode-select --install in the terminal window. I'm using the final version of Xcode 10 on macOS Mojave beta 11. I downloaded the Additional Tools for Xcode 10 package from Apple's website.
When I try to install the Network Link Conditioner Preference Pane, Settings.app displays this error:
'Network Link Conditioner' preferences is installed with macOS and can’t be replaced.
However, the preference pane is not visible inside Settings.app. I even checked under /Library/PreferencePanes - it's not there.
How can I get around this?

I ended up manually copying the .prefPane file to:
After restarting Settings.app, it finally appeared on the list and worked perfectly.
As Martijn Scheffer stated in this comment, the reason for the pane not appearing in System Preferences is that the installer incorrectly puts the file to ~/Library/PreferencePanes instead of /Library/PreferencePanes.

Once it is installed, you can now enable the Network Link Conditioner in its Preference pane which you can find at the bottom of System Preferences. See image. The Network Link Conditioner utility allows the iOS devices and Mac OS X to steadily and precisely simulate undesirable networking environments.

- Search for
Network Link Conditioner - It will appear on the result, click on it and it will open Settingsapp.

Network Link Conditioner. This is a tool which can simulate packet loss and other issues associated with poor connectivity. For Android, I don't think Google If you need Subversion or related command line tools the you need to install the Command Line Tools package by running xcode-select --install. Download Xcode 11. What's new in Xcode 11.1? Xcode 11.1 includes SDKs for iOS 13.1, macOS Catalina 10.15, watchOS 6, and tvOS 13.
+1 to brainray, what worked for me was:
- Download new Network Link Conditioner
- Replace the old one in /Library/PreferencePanes
- Open Network Link Conditioner directly from /Library/PreferencePanes

In case the NLC is freezing when turning it on in the preferences it's important to note that it has to run as admin.
